While no California cities had the industrial capacity or population of London or New York, Sacramento's recent completion of the first transcontinental railroad helped demonstrate that we had some significant logistical capacity in California, and a means to move goods to eastern markets the state fair was less about fried food and entertainment (although there was some) and more about promoting California business. They were also inspired by the World's Fairs of the 1850s in London and New York. From the 1860s to the early 1900s, the first permanent State Fair site in Sacramento was a combination of the Grand Pavilion in Capitol Park (where the rose garden is now), which itself replaced an earlier building at 6th & M, and the Union Park Racetrack at 20th & H Street (now Boulevard Park.) After 1870, the fairgrounds were reachable for visitors arriving in Sacramento via mule-drawn streetcars from the Central Pacific depot on Front Street (now the reconstructed arcade depot in Old Sacramento) that ran to 15th & M Street and 20th & H Street the streetcar line was also convenient for the old waterfront docks at Front & K Street (where the Delta King sits now, although the King and Queen actually tied up just south of the Tower Bridge.) The Fair was intended to encourage emigration to California, focusing on its potential for agriculture-the shine of the Gold Rush was fading, but frustrated gold-seekers realized how fertile California land was for growing things. There were small state fairs in different temporary sites throughout the state in the 1850s, but no permanent site. Technically, Cal Expo is the third permanent site of the Fair.
